"It appears that Century 21 needs to advise and assist its franchisees in various national and state policies about phone numbers specified on the Do Not Call lists. We received requests from local agents who clarified that calling potential customers was their "work," but did not feel that screening phone numbers against the Do Not Call lists was important."
