I had to say billing address was the same as US delivery address.

My mastercard picked up discrepancy and asked if it was actually me making payment and it all went through.
My daughter lives in USA and it is easier to choose gifts in USA (e.g. Amazon.com) that pay extortionate postal charges for post that takes ages to arrive.

Perhaps you could amend your website to allow foreign billing addresses or accept payment by paypal"
