Unable to complete a 30 day project after 180 days

"Hired this company in March of 2017 to migrate a Magento web store from version 1.x to version 2.x. I was given a written estimate of 30 days to complete. Months went by with evirtual doing little to complete the project and they would periodically send me e-mails to check the project that resided on their development server. Ecah time we checked the progress, we found multiple problems with missing items, incomplete configuration, e-mail confirmations not working, plugins not installed. We went for a couple of weeks without hearing anything from this company, even after repeated e-mail requests only to finally hear from them that their server went down and they are trying to get it repaired. Another time, we wanted them to install a development version on our server so we could test and fix numerous items along with configuring transactional e-mail templates. They could not get Magento to function due to what they said was a lack of memory on our server. The issue turned out to be a mis-configuration of the user.ini files where the default memory allocation was too low. This would be a rookie mistake. After 6 months of delay excuses, they wanted to put an untested, incomplete website into production, live on the internet and they would "fix the problems once it was live".
Their main problem with working with the development on our webserver was that they did not even have a static IP address and due to security, their dynamic IP would keep changing and locking them out.
Beware of this company as they seem to know little about Magento version 2 and will just take your money and give you excuses as to why they cannot complete the project.
