"I'm a repeat customer with Ink-Owl and couldn't be happier. I've bought bulk ink, refillable cartridges and compatible cartridges from them for three different printers.
The only issue encountered is a set of compatible cartridges that, as far as I could determine, had bad chips on them (Canon and their scheme to trap you into OEM ink). I contacted Ink-Owl by email and they apologized and had replacement cartridges in the mail to me the next day. No muss, no fuss, no hassle, no paperwork. In my experience, they will bend over backwards to make you happy. For that, they have my loyalty.
As for the mess of refilling ink cartridges, I do it over a double layer of tinfoil by a sink with running water and I wear nitrile gloves (or latex or whatever I have handy). I've never had a problem with any messes. I saw one guy on youtube who cut close-fitting holes in the side of a small cardboard box to set his open ink bottles in (made a bottle holder) to help avoid knocking the open ink bottle over. Just bear in mind that you are working with ink, so use common sense and think of what you would do if you were staining furniture or painting a room.
I've never noticed any quality issues with their ink, but then again, I'm just doing standard office printing and the occasional photo on photo paper. To my uncalibrated/untrained eye, I can't tell any difference from anything I've printed with OEM cartridges. Bear in mind, the only OEM cartridges I typically use are the ones that come with the printer.
I have no hesitation recommending Ink-Owl. Their stuff works great in my printers, they have fair prices and they treat you right. "
