Throughout the course of my Army career, I have conducted or supervised the entire range of ISR and operational methods and techniques. Knowledge of regulatory and statutory requirements governing the conduct of ISR operations are an integral part of my intelligence career.. I supervised, conducted, or had firsthand experience in the entire process of preparing and obtaining approvals from various levels in the US Army, DoD, and NATO authorities for the conduct of sources/ analysis ; records reviews; subject examinations; physical surveillance; concealed monitoring; electronic surveillance; searches and seizures; source operations; and other activities to identify and neutralize hostile terrorists
, and similar foreign government agencies while working with NATO. I served as the Operations Officer, Commander of CJCX-2 CI/HUMINT in Kabul while assigned to ISAF, and the Commander for the Joint Intelligence Operations Center in Brunssum, Netherlands. I was responsible for planning, conducting, and managing joint/combined multinational Intelligence operations. I directed collection and coordinated with the Group on all operations. My assignment The various ISR analysis and operations I participated in during my career provided invaluable exposure to joint and combined activities with the FBI, CIA, NSA, several DoD agencies also provided me intensive experience in this Coalition area. Additional advanced mentoring and actual working experience allowed me to fully grasp and manage joint, combined (multinational), and bilateral intelligence operations. Furthermore, I have extensive experience in case control management, report editing, advice, and intelligence oversight pertaining to sensitive analysis and special projects. I applied all facets intelligence methodologies and concepts, and always remained cognizant of intelligence oversight procedures/requirements while conducting, supervising, or managing ISR operational activities, including offensive and defensive intelligence.
In foreign countries, I coordinated activities and managed operations. These responsibilities called for in-depth knowledge of existing regulations as my judgment in making informed decisions and providing guidance to subordinate elements represented national and NATO/ACE policy. I also served as the Commander and Operations Officer and Case for the Allied Military Intelligence Battalion (AMIB), Yugoslavia, Kosovo, and as Commander of US National Intelligence Center in Pristina, Kosovo. There I planned, coordinated and executed sensitive national and NATO level Intelligence operations.
Finally, recognition should also be given to the senior professionals, who have throughout the years, mentored me and helped my development into a seasoned intelligent Officer. My support to or undertaking of actual duties over 30 years have given me a thorough understanding of the detail, knowledge and perspective required for a thorough legal and oversight review.
