"Not much information to tack"

The delivery of the parcel was a 4:39 pm CDT.I was a little skeptical when I looked into one of the two cartridges I ordered. I could see that the plastic wrap on the cartridge had been torn. When I shook the cartridge it sounded empty but I inserted it into my printer and of course, it reponded that I needed to replace the cartridge. So I inserted the second cartridge, which sounded like there was ink in it and it works fine. So I received two cartridges but only one is of any use. Will you please, either send me a replacement or refund what I paid for it?
