"Had a small hiccup during installation of Office 2021. Daniel diagnosed that the installer may have stalled at some point late in the installation. I did not pick up on that because the download bar basically looked complete. He recommended doing a restart of the computer, a fresh download of the installer file, and then running the new installer file. That appears to have worked on the basis of being able to open all the apps.
