A rep from Wallplatesonline.com, wallplatesonline, has responded:
“The original shipment for the order was order delivered on 10/15 via UPS 1Z7514420303371793. It was ordered on 10/13.
The customer claimed the order was not received and we filed a claim with UPS that day. If a customer claims an order (this was not just a few plates either) was not received and UPS tracking shows it was delivered, it is a reasonable action to have UPS look into the delivery and for us to wait for the UPS claim result which only takes a few days.
After a few days, when UPS finished the investigation, we were ready to send a replacement. The customer was very happy and was glad to have the order being resent right away and was very insistent it ships as fast as possible.
Before the replacement shipped, we were notified that the customer disputed the charge with the credit card company. The customer all along knew they had disputed the charge while they were asking for it to be resent.
We then stopped the reshipment since the funds were placed on hold by the card company. We would have issued credit at that time but since the customer disputed the charge, we are in a holding period while UPS and the credit card company complete the investigation. We are unable to credit any order while under dispute per the credit card company restrictions. The funds for the order are not in our possession while the credit card company completes the dispute.
Any delay for credit is directly due to the customer disputing the charge.

We were also informed the customer ordered from another company and ordered different but complimentary items than the order from us.”
