The only time when I use a cellphone company line(AT&T), not using Skype is when I receive a call. I cannot reject an incoming call.
Hanacell doesn't require Social Security number nor deposite money for customers from foreign countries. The cost for a domestic call is only $0.27 per minute and $0.57 per minute for an international call to Japan. In addition, there's no monthly basic charge.
