I could be mistaken, but I’ll assume mariners learning knew the system was down beforehand, however wanted my business regardless. It’s approx a week since course completion, so I’ll give it a little more time. I will be praying my certificate is completed very soon so that I can work in a few weeks."

The FCC recently instituted a cost for acquiring a license, this update broke their system, and they were not accepting any new applications until they found a solution.
