"Looking for a region-free DVD player.. surplus computers had a great price on a Philips unit with HDMI (refurb).
Positive - price, worked right out of the box, I got it the next day.
Negative -- I was charged an $8 recycle fee... I'm pretty sure in California this applies only to devices with a monitor, not to DVD players.
update -- I contacted customer service, waiting for a response. I read the law -- the fee does apply to a portable DVD with a screen, not a DVD player like the type I bought. I'm guessing it was coded wrong in their system... they are not going derive benefit from collecting a fee they need to pass on to the state."
