"PayPal customer service is a wall. Actually you may get something out of talking to a wall, but you will not get anything from PayPal customer service. Just avoid using PayPal, they bypass EU consumer laws and the so called "buyer protection service" is only here to serve the fees they get from dishonest sellers."

"They openly CHEAT YOU out of fees because the customer makes "mistakes" despite following their instructions. They gouge you and when you dispute, its your fault.
Their customer service is designed to frustrate you and to turn you away. Ive been profiled as a scammer and after "verifying" they still apply outrageous holds and they collect surprise fees. This is based on experience and Ive been using PP since 2018/19. Oh and they actually block you from closing your account."

"I have now lost over $350, because they refuse to protect the consumer. I made a purchase online for Christmas from what turned out to be a Chinese company. I never received the order. I contacted PayPal and they said they contacted the seller who “said” they had shipped order so there was no refund. JUST TOOK THEIR WORD FOR IT. I have security cameras and NOTHING was ever delivered, no confirmation. Then I got numerous charges from Panera all over the country on the same day for over $100. I contacted PayPal for fraud…clearly fraud. They refused refund, stating something about payments were made with seller by my agreement for PayPal to make payments to the merchant. What? So I have been defrauded over $350 and PayPal does not provide fraud security for anyone other than merchant. Obviously I canceled."
"Holding the transfers for absolutely no reasons for weeks. No complains, no order to do that. It is my second transfer in hold in the last month. I am going to delete my account and go with another company. Very high rate per transfer, holding money for no reasons. Do not use PayPal.

"I got an issue about transaction involving currency conversion and haven't received a solution yet after contacting the customer service so many time via chat and call. PayPal agents just redirected me to other ends but the PayPal clearly took over the transaction process. They are just passing the buck.
This problem bothered me a lot since I spent so much time on futile efforts thanks to the guidance of the agents. Besides, I saw that this problem have troubled a lot of users around the world. I felt disappointed that you guys once handled this well issuing a refund to the user's balance. "On March 22, I purchased 4 items from Macys. From these 4 items, I refunded 3 of them. I had paid through PayPal and this would mean I would receive my refund through paypal. I am supposed to receive 2 refunds: 119.98 and 59.99. However, in my credit card statement, I only received 59.99. So I called Paypal and they said that they sent the money to my bank and to call them to ask where it is. I called my credit card company after and they said that they did not receive the money from paypal and to file a dispute. In this dispute in paypal, I had won and finally received the money back. But PayPal charged me 119.98, stating that they paid me 2 times for the refund. I called them and was treated with hostility and was hung up on when I asked for a supervisor. The customer service helper identified themselves as Riya. Riya told me, "not to hang up" and then hung up on me. They were being rude and told me to stop talking. They also had a nasty attitude. You can check the recording of the call. They told me to call the bank and I had explained I already had but Riya said it doesn't matter because they sent a confirmation email. However, I had explained with detail to them that I had called already and My credit card company did not receive the money and told them the exact date and time of the refunds. They then started to get angry and started to raise their voice. This was when I had asked for a supervisor and they hung up on me. I just wanted a refund but Paypal made me run in circles for 30 days."

I was recently scammed by a phishing website. I was able to get the website shut down, but getting my money back from PayPal was a complete nightmare.
The seller provided delivery "proof" by just sending a cheap item to someone else in my neighborhood from Amazon. Since I didn't order anything from Amazon, you would think this would be easy to see as a scam, but no.
It took me days of work to get my money back. I'll never use PayPal again, and am canceling my 20+ year old account as soon as my money is back in my bank."
