"I've used Xoom for a number of years now.
Usually send money to my relatives in Mexico and they pick up at the local Elektra.
It's been going well until a couple of months ago when Elektra (or at least the one my relatives use) decided to change their policy and ask for the receiver to create an account (an account with a monthly fee).
Last week they needed money for an emergency so I had them open an account. Now Elektra says even with the account, they can only give part of the money "today" and the rest a few days later. My relatives had to agree; it was an emergency. And they did get the rest of the money the following week, but this is completely unacceptable.
