"I use PayPal to Purchase a game key from gamedealdaily.com and I did not receive the key so I call PayPal to dispute the seller. On the phone there is a gentleman help me to dispute, said this is my fault to purchase from the seller. Even I open a dispute case. I will not get my money back because this is not physical item just the game key."

"I want this to serve as a review and a warning for individuals buying phones on eBay using Paypal or BillMeLater services:
"On November 3, 2013, I purchased a Samsung Galaxy Note 3 SM-N9005 cell phone from a user on eBay, for $688.00. A little over 2 months after owning this device, on the morning of January 31, 2014, I was unable to use the T-Mobile carrier service on this phone, specifically a "Not registered on this network" error message. After trying everything I knew how to resolve what seemed like a hardware issue, I gave up and called T-Mobile. The first time, I was told the phone had been blacklisted and not much more or why. The second time I called, I was then told that, because the original owner failed to make payments on this phone, the account had gone into a delinquency state, and the device deactivated. I made the seller aware of this circumstance. His response generally indicated he couldn't be bothered with a resolution. After researching my ordeal, and finding several other victims of similar circumstances, I became concerned and irritated and filed a claim with eBay, Bill Me Later, and Paypal--to no avail. The seller became aware of this and retaliated by e-mail basically saying he was washing his hands of the situation and dealing with eBay directly.
At the time, his auction listing contained the following information: "This Note 3 Has NEVER been opened, It is still in the factory box SEALED! EMIE is Clear as of posting of this add. No Returns. I also have a White Note 3 in same condition. $20 Shipping cost covers insurance and will be shipped same day after payment is confirmed. NO new buyers!" No where in this listing did he specify that the item up for auction was associated with an account/equipment lease agreement that had not been fulfilled. He purposely left out this information, fraudulently sold an item that he had not completely paid for, and worst waited until the return periods of all three companies were up before he defaulted on his account obligations with T-Mobile. Thus leaving me with a near $700 paperweight. Upon contacting all three of the mentioned merchants, Bill Me Later, PayPal, and eBay, they all said there was nothing they could do because of their policies, i.e. past the point of return. Paypal suggested that I submit a report to all the major fraud investigation entities. As it stands now, in my opinion, eBay, Paypal, and BillMeLater, by allowing this seller to get away with this travesty, played an integral role in providing the platform for this man's deceptive trade practice."
Long story short: for eBay, Paypal, and BillMeLater, their company policies are more important to them than common sense, our legal system, and worse yet--basic ethical practices. If you're thinking about making fairly expensive purchases through either of them--DON'T. If something goes wrong--even criminally wrong--all you will receive is regurgitated policy and "too bad" if it's past their grace/return periods. You're better off using your credit card since their fraud protection actually PROTECTS you from FRAUD.

"After over a week of trial and error, 4 phone calls, 1 hang up after 10 minutes on hold, and countless ''oh your problem is fixed sir'' i can positively say that paypal has the most ignorent uneducated customer service, giving me the worst online purchasing experience i have delt with. without an apology or regard for their mistakes i found this ironic when papyal says it is the EASIEST way to pay online. I gave it a try finaly for a discrete purchase of a 3000$ engagement ring and learned that i will never be using them again. Poor poor service i wish there was an ADULT in the establishment!"
"Paypal is ridiculous! My brother and I received money though paypal as a Christmas gift from a friend. What do most people do with money? Spend it. So we did what a normal person does and spent some of it. Paypal then decides to randomly block our accounts until we provide a detailed explanation about the money we received. How else do you describe a gift for Christmas other than "it was a gift". Paypal then decided to request even more information such as a copy of our bank statements and a picture of our photo ID, which made no sense to me but we complied with paypal's wishes because we wanted to regain access to our money before Christmas so we could buy presents for our family. Paypal then decided to permanently close our account without reason. My brother and I both called numerous times and sent multiple emails because we were very confused and upset about what was going on. Not one person would tell either of us why our accounts were closed, not one thing, so I decided to look into it myself. I spent hours reading over the user agreement, legal agreement, acceptable use policy, etc. and couldn't find one thing that we did wrong. Our accounts are still currently closed without ability to access our money and it is three days until Christmas. Pretty pathetic service if you ask me."
"I am sadden today by what paypal has done to my business. For no apparent reason they closed down my paypal account. I have 19 websites that I built underneath my affiliate program, each website has approximately 60 shopping cart buttons.
I woke up yesterday morning to a page that said limited access and in order for me to get back full access I had to provide specific documents. One being my articles of incorporation, business checking account, latest shipping invoices, photo id and a company letterhead stating how I pay the affiliates underneath my business. I provided all documentation without hesitation because I am a legal business. Just to let you know that I have received income of a little over $14,000 and my expenses were $11,000 and never had one complaint from any customer or affiliate. To my dismay they told me that my business was a security risk, I asked how is that? They gave me no answer except this is the decision that they will stick too. Can you imagine how I feel with 19 websites being effected and no explanation to explain why they can't log into their paypal account or why none of the paypal payment buttons work now. To add fuel to the fire paypal is holding all of our money in the account that they closed down for no apparent reason for 45 days.
I really thought highly of Paypal but I can really say that I am a victim of unjustly cause. I don't think it's fair to assume a business is fake until you have just cause. Please be careful if you decide to go with Paypal and for those who have been treated great by paypal you are lucky. I too thought that paypal was a reputable company and no way would they do this to anyone that's in business. I am up late trying to find a web developer to do html coding, re-do my website and find me a pay processor. I may also lose a lot of affiliates this week due to appearing to be a shady business."
"Sometimes ok. Horrible customer service. The first person spoke over me as fast as he could and said he was doing this and that to my account without listening to me. Worst customer service experience I have had in a long time. So fustrating. So I hung up and spoke with someone else.
The second person couldn't help correct the situation. She was better at listening and looking at the account. But paypal was charging the wrong card becasue there was some sort of automated checkout with e-mail that would not let me select the correct account.
A manager could not even correct an account. Mistakes happen and when something like this cannot be corrected, then I will no loger use the services. After that transaction was completed I closed my paypal account and have a much easier time with online transactions. lol They say they help but they make it much much much more complicated."

Paypal is crap and trying to extort money. My credit card company ruled the case in my favor when a seller sent me the wrong items. They play "Hands Off" and want you to resolve issue with merchant first even if merchant is uncooperative. Then you can escalate case - ALL DONE IMPERSONALLY ONLINE COMPUTER TO COMPUTER. "They" (the computer?) will review case and make final determination after days if you are lucky. Determinations ARE FINAL.
All must be done online, computer to computer. NO HUMAN INTERACTION.

"They hold your refunds for several days if they do not make a commission on the transaction. Might as well just a debit/credit card for non Ebay purposes. Called their call center and asked if there were additional holds on my account, which there were none. At first the representative gave me a BS excuse of how much time it takes for funds to get transfered. I called him out on this BS. Got the representative to admit that they were holding my money to buy short term paper so they can make interest from my refund.
Do not use Paypal to pay for things you can use your credit/debit card for. "
"Paypal would not accept payment from my customer. They assured me nothing was wrong with my account and told me I needed to have my customer call paypal. My customer did call (although I feel it is inappropriate to ask that of a customer) and he gave them his credit card over the phone. The still refused to accept payment on the basis that it was a high risk and possibly fraudulent transaction. That was particularly offensive to me and to my customer. So now I was forced to have my client request a check and must wait 60-90 days to get paid, meanwhile my bills go unpaid. Paypal repeatedly assured me they refused the transaction "for my safety." Paypal is so safe they won't handle transactions, how terribly convenient for a company named PAYPAL wont let people PAY!!! That is all."

I ordered one pair of jeans during a 20% off sale on ae.com and the order didnt go through so the next day I tried to redo the transaction and of course the sale was no longer going on and I was a little irritated I had to pay $15 more for same item whatever I bought it using my Paypal then I check my Paypal and they charged me twice for the higher amount!!! Ive been calling ae.com along with PayPal and originally I was told I would be refunded in 24 hours then I called back and they said 48 hours still no $ I called back today and now Im being told I have to wait 10 business days to be refunded neither company really cared or even apologized for the inconvienence so I have paid $100 for 1 pair of jeggings that should have originally cost $35 this is my first time buying at ae.com and surely will be my last!! "I never had issues so far with paypal and I hope I won't either. My belief is that if you are fair and use Paypal as it was intended and not for some kind of scams and if you stay clear of clicking any kind of link that direct you to Paypal and instead you just manually enter their address in your browser, then you are safe and you will not loose you money. "I bought a new computer or so I thought. In part because they accepted Paypal, so I believed I was protected.
The computer was BROKEN, and NOT AS ORDERED. Seller disputes neither of these facts.
I filed a claim after weeks of trying to resolve with the seller. Paypal never contacted me.
The claim was "resolved in my favor" but I was only refunded $1000 of the $1430 purchase price.
Now Paypal is non-responsive.
So if you buy a broken ANYTHING, count on losing money. Paypal's guarantee is a bald faced lie."
"I dont mind paypal as a buyer or as a seller (work). I love how easy it is to use paypal, I had a dispute with a seller and I opened a case on paypal and they contacted the seller and it came to pass I received my money back as the seller even though they said it was shipped had no tracking or proof the item was shipped. At work Ive delt with a couple paypal disputes I find that when you have all the information of shipping and sales that works in your favour. I love my paypal no issues yet and been 2 years!"
