"These guys are some shifty dealers. I actually filled out a BBB complaint against them and they responded. The BBB scares the heck out of these losers. Be sure and use all means necassary to level the playing field when you feel like you are getting cheated.
I checked back to see if they had improved their level of feedback since the time I dealt with them a year ago. I seems they have descended into heretofore unknown levels of ineptitude.
I also noticed the only satisfactory comments appear to be sent from actual employees of this sideshow company. With comments like "always able to reach on the phone?" From one very satisfied customer. They are too stupid to actually fake a satisfactory rating.
I wrote pricewatch and asked them to block these jokers too.
I think it would be reasonable for this site and price watch to direct thier respective clientel to each others sites. This would improve the level of honesty and involvment from buyers.

"I ordered this video card on Monday at lunch with extra 2nd day air shipment. Fast forward 5 days to Friday and this product has YET to be shipped. I received ONE email 3 days later stating my purchase had just cleared and was ready to be shipped. I called customer service Thursday afternoon and I received a voice mail stating they were out of the office and couldn't answer the phone. I dont know how this company stays in business.

EDIT: I finally got in contact with this company after threatening with lawyer and BBB. They shipped my order, but it will not arrive for 2 weeks after I originally placed the order. This company is rediculous... DO NOT ORDER FROM THEM.

"I had a serious problem with the TargetUSA company not sending me what I ordered and stonewalling on the refund. I eventually took a course of action that eventually made them cry like babies and eventually give up the merchandise that was rightfully mine to begin with. Pain in the ass, but I don't give up easily. If you, too, have been screwed royally by TargetUSA and wish to show these bastards the way to enlightenment then do what I did: Contact the CLEVELAND Better Business Bureau at http://www.cleveland.bbb.org/ and also contact the Ohio Attorneys General Office by filling out an on-line complaint form at http://www2.ag.state.oh.us/sections/consumer/ccapsplus/welcome.asp. "I run a computer crimes unit. I tried to purchase three video cards from these people. I even paid 3 day shipping. This started on June 3 and its now July 10 and all I have gotten is excuses and lies. I have just torn up my purchase order. I would not waste my time or money on them!!!!!!"

"I found ArsenalPC on Pricewatch, of course, and bought a MoBo/CPU combo (MSI/Athlon Barton 2500). They had a pretty good price and everything was in stock, so I ordered and crossed my fingers (I haven't had very good luck with parts dealers in the past). They sent out several confirmation emails, and I was surprised to see a FedEx email, with tracking numbers, the very next day. It got here in about 5 days (paid for 3 day shipping, but that's OK...and fedex's fault).
I was a little disappointed when I opened the box. The motherboard was bubblewrapped (no retail box), and didn't come with manuals or an install kit. It didn't appear to be used, though I didn't spend a whole lot of time inspecting it, but the plastic release lever on the AGP slot was broken. No big deal. The CPU came in a plastic clamshell which had opened during shipping and it was hanging half out of the case, caught by it's pins. No bent pins, no big deal. The bundled cooler was supposed to be a Thermaltake Volcano, but was instead an Antec Reference in a RETAIL BOX (1 out of 3 ain't bad). I wanted the Volcano, but the Reference seems OK, though it doesn't do a good job by itself of cooling the CPU. I wrote yesterday to question them on their decision to send a fan other than the one I ordered, but have yet to receive a response.

The equipment, by the way, worked fine out of the box (err, plastic wrap).

All in all, I was happy with their prices and shipping, but extremely disappointed with their packaging. No install kit, the busted lever, and the pisspoor CPU packaging were just awful.

"I ordered an MSI K7T Pro2 ver 3.0 motherboard and I get the version 1.0. These boards are VERY DIFFERENT. They even tried to cover up the model number on the motherboard so I wouldn't find out! The version 1.0 board doesn't even have 266 FSB so my 1700+ processor doesn't work in it. I'm still waiting to hear from them so I can send it back since I have no order number on my invoice to fill out the RMA to get the motherboard I ordered. The boards are also like $7 different, so if they keep me waiting I'll just call my bank and say I authorized a $42 transaction for such and such and received a product that cost $35 and they tried to conceal the product's identifying features to trick me."

"WARNING!! Man I wish I saw these ratings before I ordered from Target USA... ALSO KNOWN AS ** ARSENAL PC **. They are one in the same.

I ordered a MicroStar MB and AMD Athlon Proc. Board came in with a fan hold-down clip broken off the socket. I mounted the fan offset to the side to test board and it wouldn't post. MicroStar's MB has diag lights. I checked with their site ( I got no manual from Target USA ) and the diag's said "BAD BOARD". I called Paul in tech support at Target. Told Paul the socket was broken when I received the MB and the board is bad. I'm not sure about the Proc because the board is bad. He directs me to RMA on site. I fill it out, explainging the board was damaged and faulty when I received it. I received an RMA and sent the board and Proc back. I asked for a replacement board to be sent out the next day at thier shipping expense since I already paid once for a bad MB...NO DICE... I would have to pay shipping again. I told them no thanks "I'll take my business elsewhere". 2 1/2 weeks later I get an e-mail from Paul.. here is a copy:

I tested your equipment and the CPU worked fine. The motherboard is in fact bad. Since there is hardware damage to it that seems indicate an improper fan installation, we will not be able to issue a refund on this board. We can either replace this board and ship it back to you with the your CPU. Or issue a refund on the CPU and send back the broken board to you. Please reply with your decision so that I can get ticket closed.

So they tested the board and it is bad. But there is damage so I can't get my money back... Only a new board. Well I called and Paul agreed that I had told him the day I received the MB that the socket was broken. He told me he didn't make the decisions about returns, Alex did. Of course he had no number for Alex only an e-mail. I e-mailed Alex today.. so far no read receipt.

These guys have been difficult to work with from the beginning... judging by these posts.. it's nothing new.

What I don't get is they admit the board was bad, the will (free of charge) send me a knew board, just not send me my money back. If they are saying I damaged the board, why would they offer me a replacement??

"OK, first of all, DO NOT ORDER FROM THIS COMPANY

I ordered an 80GB hard drive. (HD-MAX-81.9-5400-100 Maxtor 81.9GB Hard Drive 5400rpm, ATA/100), invoice 173907 on May 6, 2003. The shipping time was not bad, but the hard drive was only 12GB! They tricked the hardware in the hard drive to tell the motherboard that it was 82.0GB. Go to format it with any program (FDISK, DOS/PARTITION MAGIC, WINDOWS XP SETUP DISK) and it is clearly a 12GB drive. I had to go out and spend MY MONEY to replace the drive for a computer I was building for a friend. I got an RMA number from them (P051403H) on May 14. I sent them back the drive and they admitted that it was not 80GB.. I am waiting for my refund still. (It has been 16 days so far) I will keep this updated as to the outcome, I am not done with these guys yet. I will receive my refund. I live in Michigan and if I do not get it in the next week I will be busting some skulls in Ohio. Thank you for reading.

Update, it is June 8th (26 days later), still no refund.

" Yes, I should have consulted Reseller Ratings first. If I had seen the 1 rating on this companies shipping, I would have ordered elsewhere as it would have been worth the extra $8 to have my porducts on time. It too Target USA a full 6 days before my shipment was even sent out the door. I had shipments from other companies arriving before and the the day of when they were just getting around to sending what I ordered from them. Good prices, but it's worth a few more $ to get your stuff sent on time.

Friday May 30th, update. Color me shocked and surprised. I recieved the box just now from TargetUSA, The Radeon 9100 was as advertised and new in a retail box, unmounted and never put in a slot. The XP2500+ was well wrapped with no bent pins and appears to be new unused and is an AQXDA.If either turn out defective, you'd never know by sight :D

"The original order number is 170860. I placed this order on 4/9/03(wed.) for a motherboard combo with an AMD 1.4ghz cpu. I received it on 4/15/03(tue). That was good. I didn't check them till friday evening when I had time to build the computer(4/18/03). I checked my parts, the motherboard was right but the cpu was 1.1ghz. (that was disappointing, but people can make mistakes) Iemailed them, then I called and told them. They said go to their site, fill out the RMA and email it to them, so I did. They had FedX pick it up the (4/22/03). They said they would send the 1.4 as soon as they received the 1.1, ok. They received it on 4/23/03(wed). I called them that evening and they said I would have the 1.4 by saturday but no later than monday(4/28/03). Wednesday(4/30/03) I called to find out where it was. The guy told me he looked it up wrong and that the 1.4 was back ordered and didn't know when it would be in, BUT..., he had a 1.33 in stock he could ship out right away. I got an ok on it so, I told him to send it. It was shipped on friday(5/2/03), I received it on tuesday evening(5/6/03). Started back on it first thing 5/7/03. Oh,on 5/5/03 I got an email receipt for a 1.4?? OK, I put the computer together, installed the operating system and updated everything. Then started getting freezeups, blue screens, bad sluggish performance. So I did everything from changing the ram, cpu, disconnected everything not needed. Reinstalled OS 3 times. Temperature was great. Well, the motherboard was bad?! Called target on 5/13/03. Emailed another RMA with details(5/14/03). They had me send it back to them. Sent it back on 5/15/03. They received it 5/16/03. They determined it was bad. 5/21/03 they sent me a new one and I received it evening of 5/22/03. I thought now I can get this thing together and get it to the customer so she won't choke me!!! Wrong!!! It's not even the right motherboard. It takes pc100 ram, hers takes DDR pc2100. Here we go again??!! I called them when they opened Friday morning, 5/23/03, 10:00am. Told them, they said they would have FEDX pick it up that day, I asked if they could ship the right board out the same day under the curcumstances. They said as soon as they saw that FedX picked up the board from me, they would ship it so I would get it Saturday(5/24/03). Well, it is now Saterday, FedX still isn't here. The guy gave me a pickup number, so I called FedX with the number and they said the scheduled pickup time is MONDAY 5/26/03!!!!!! A HOLIDAY!!??? I have all email correspondence to show."

"I ordered a mobo combo without knowing this companies rating and needless to say I was a bit worried and my feelings didn't disappoint. THe ordering and shipping itself with ok minus the fact that the combo was shipped with no invoice, no numbers, not even company name on the box or any papers with it. After extensive testing I realize that the motherboard is DOA. After 3 weeks I get my credit card statement and finally have the info so I can contact them to get a refund or exchange. I spend almost 3 total hours of time on hold and leaving messages (and mind you it is a long distance call) over an entire week till I finally get a return call. The "tech" guy tells me that the motherboard powers on (will show BIOS info) so it is working fine and my problem has to be in another part of my system. To humor the guy I change out all the other parts of my system and everything works fine and the Target USA mobo is dead regardless of what parts I use in it, but I guess none of that matters because the guy insists that the mobo is fine and I will have to figure it out myself. I hang up out of frustration and have tried to call back now 6 more times and haven't gotten through and no return calls... I feel that my only option now is to threaten BBB action and complaints galore if they dont fix their problems, hopefully they will... but regardless this all is more than enough reason for me to say that I hope for all of your sake you DONT EVEN CONSIDER BUYING FROM THESE GUYS, it wont go well and they will cause alot of frustration. Stay far far away. I will update if anything changes"
