"I am in the US. I attempted to pay an invoice from Belgium using Euros. When I called up the appropriate screen and entered 552 Euros, the screen gave me the option of using PayPal to convert the currency from US Dollars to Euros (total of $702), it gave me the option to have my Credit Card company do the conversion. I elected the Credit Card company to do the conversion because their rate to do the conversion would have been about $20 less. The transaction was rejected and I was notified via message that my Credit Card company had rejected the transaction. I called the Credit Card company and was advised that there was NO transaction attempted. I asked the Card company to enable an International transaction since I thought that may have been the problem. They did so and stayed with me on the line for me to try again with PayPal. The transaction was again rejected. I was advised that the Card company rejected it. The bank stated that no transaction had been attempted with them. I then attempted the same transaction using the Credit Card billing address and the same thing happened. I called PayPal and the representative admitted that the transaction was rejected for "security" reasons. He had no explanation for why I was advised on the site that the Credit Card had rejected the transaction. He had no ability to override the system and advised me that probably no transaction would go through because of the multiple failed attempts. Just for grins I tried to put it through using PayPal's conversion service and the transaction went right through. Even though PayPal gets paid 5% by the recipient for the transaction, their greed required me to pay them an additional 3+% to convert US Dollars to Euros. They falsely advertise that you can use your Credit Card company to convert the currency and then lied about my Credit Card company refusing the transaction. I asked to speak with a supervisor. She said the transaction was not rejected for security reasons but by my bank telling me that my Credit Card company doesn't honor Euro transaction. I have put 2 Euro transaction through my the same credit card in the past week with absolutely no problem. The supervisor clearly lied to me. PayPal is patently dishonest!"

"I have been a customer of theirs for 15 years and while they have no problem accepting payments from me and taking their fees, I have never once had a payment received that they didn't put a hold on from 2 weeks up to 1.5 months. I cannot wait for ebay to transition away from them and hope to be one of the first to go. Their customer service is horrendous as well as their treatment of their customers. If you can avoid dealing with them at any cost, do so and save yourself many headaches!"
"Paypal are proper thieves when it comes to protecting sellers, especially with their stupid policy for intangible items! People robe sellers off because of this policy. They send their account details to a friend that buys something from a cafeteria ip that is under this category digital books, digital currency etc.
Once the "buyer" receives the intangible items, the buyer opens a case for unauthorised transaction.
Then paypal, ebay play sitting ducks, say they do not cover this category which in my opinion it should not be an option using paypal for particular categories on ebay.
The "buyer" gets the intangible good, their money back and the sellers are ripped off.
After using paypal or 13 years, they do not offer security for their sellers!

"After using these criminals for 16 years, they send me an email that states my account will be "limited", which translates to locked, for the safety of their network. Their beef is about a $97.66 credit issued in September 2017, five months ago. In the meantime, Chase visa vindicated my dispute but that wasn't good enough for the criminal enterprise know as Paypal. They want their $96.77. I sent them a terse letter and here's their response:

"I used PayPal to sell a $5,000 item and before confirming the sale, I called PayPal to confirm when the money would be in my account. They said Tuesday, which was great because I am moving out of state on Friday; I need to set up moving trucks, house cleaning and painting fees, and hotels. "I used Paypal often when I bought items online that accepted it as a method of payment. I even decided to use it, when I started a business so my clients could pay online. They use to be really good at one point. Instead of wasting 3 hours on driving to and from the bank, I decided to do the paypal thing. We have always done this and had the money instantly on my end. This time (second time) it'll stay pending for almost 2 weeks, because it was sent as an echeck for some unknown reason(nothing changed in anyone's account settings). Customer service says it takes that long to clear, but I know it doesn't take no where near that long since I called the bank before contacting customer service and it cleared instantly after sending the payment from a normal joint account. I understand that they have to verify payments especially those that are high in dollar amounts, but we've been doing this for a while and all of a sudden it becomes difficult. I won't be using it for business purposes again. "

I called my bank and they said it was nothing on their end and that PayPal was the one causing the issues. "They cost me a fortune tied to my bank account with insufficient funds. I tried to switch to the correct account with the funds and PayPal wouldn't allow it. I tried contacting and asked them to please stop making repeated transactions when I did not want to use that bank account and all I got was generic reply with no help and continued transactions.
