Consumers Can Tell It to the FTC - Toll-Free
A product you bought through an Internet auction months ago still hasn't been delivered. A newspaper ad offers "Guaranteed Loans," but requires a fee up front. A fabulous prize offer comes in the mail, but requires a fee before you can claim it. A scholarship service promises easy money for college - as long as you send in a check. Sound familiar?
The Federal Trade Commission (FTC) says even wary and sophisticated consumers face a barrage of fraudulent offers every day. The FTC ought to know: last year, the agency logged in over 380,000 complaints from consumers.
The FTC has made it easy for consumers to report a fraud to the law enforcement agency through a toll-free Consumer Help Line, 1-877-FTC-HELP (1-***-***-****). The line is staffed by counselors from 9 a.m. to 8 p.m., Eastern time, Monday through Friday.
According to Howard Beales, Director of the FTC's Bureau of Consumer Protection, the toll-free number offers consumers a two-fer. It makes the agency more accessible to consumers who want to report a fraud, and it makes their valuable complaint data available to law enforcement agencies in the U.S. and Canada. "That's important because fraud has moved beyond the front porch to cyberspace and all points in between," Beales said.
Consumer fraud complaints to the FTC are entered into a database that is available to nearly 630 law enforcement agencies in the U.S. and Canada. They use it to spot fraudulent activity, trends and wrong-doers - and stop them.
"Through the toll-free Help Line, consumers can get helpful information on the spot," Beales said. "Obviously, the FTC can't intervene in individual disputes, but consumer complaint information is crucial to the enforcement of consumer protection laws. The information that consumers get on a particular issue also lessens the likelihood that they'll be scammed again. Education is a powerful consumer protection."

"This place is ridiculous. I placed an order of a SD card that was in stock. A week later I am notified that it is out of stock and is on back order. Calls to customer service gets busy signals, rude customer service help, 1/2 hour hold waits, and no help at all. It has been 20 days, and still no sign of the order. "Ordered a Creative Zen 1GB player and got the 20 off 50 dollar promotion by using the google checkout. They sent out the order on Dec 4th, but the item has not arrived, and according to FEDX is missing. Looking at the tracking # it got lost between Phoenix and Alb. So I contacted buy.com to get them to send me another one or give me my money back. After holding on the phone for 1 hour I got through to some guy in India stating there is nothing that they can do. He can't even cancel the order. The only thing is that they can do is put in a request to cancel or re-send the order. This is not right. First off the package is misssing, contact FEDX and verify. Next send another overnight as I need it for an XMas Present, or refund my money. The bottom line is that there is no customer service at buy.com. Stay away from this company. No one you call can do anything about anything. I have to issue a charge back through my credit card company as I can prove that I did not receive the goods and talked to them and they can't do anything. Look things happen, but customer service is correcting the issue not passing it off to someone else and that I will be contacted back in 3-5 days by e-mail. DO NOT ORDER FROM THIS COMPANY. NO MATTER WHAT THE PRICE. YOU WILL NOT BE HAPPY. THEY OUTSOURCE THEIR CUSTOMER SERVICE AN THE OUTSOURCED PEOPLE HAVE NO AUTHORITY TO DO ANYTHING. OK...backorders happen, especially on hot items like iPods at that price. What bothered me was that they charged my debit card, so they have been paid but I have no product. I tried to call and the line was busy for 2 days. When I finally reached customer service it sounded like someplace offshore and I got the standard scripted answers to all of my questions (and a little attitude too). It's now December 13 and I still have nothing. Frustrated, I cancelled the order but they can't even tell me when the cancellation will be "approved" (???). This service is so bad it feels like I'm getting scammed.

"On an order placed Oct.2, I was left waiting until Dec.1 to be notified that the item requested was unavailable and that part of my order had been cancelled. The company then shipped out the CD cases that I had placed in my order to qualify for free shipping. So, I came home from work only to find out that my RAM wasn't coming and "useless" CD cases would be arriving. I e-mailed (no phone contact an option; no phone number listed anywhere on the ca.buy.com website) letting them know of the situation and they advised me to refuse the package when it arrived. Three days after they had received the refused package back, still no correspondence. I e-mailed (again) and they stated "A refund has been requested towards your order. Please note that this is only a request and needs to be approved before the refund is applied". So after this entire escapade, I may not get my money back!"

"Buy.com denied a pricematch because I used 'Free Shipping' on my order one of the many loopholes in their policies. The vendor (amazon.com) I was pricematching against also provided free shipping. There should be no reason for not pricematching in this case. I called customer service and was again denied. I spoke to a supervisor and as soon as I said the word pricematch, they hung up on me. Terrible customer service and ridiculous "policies"."
"Avoid at all cost! I ordered two copies of Gears of War Xbox 360 on 10-Nov-06 and I used the store offering of the Buy.com Visa card to get the extra 30% off the purchase price, which was a great deal. It took about a week to sort through Buy.com's internal problems with acceptance of this method of payment. Once it was accepted the order was on back ordered. It took Buy.com almost a entire month to send the order to me and once I recieved it there was only one item in the package! Also, get a load of this, they even charged me for two on my new buy.com Visa! I contacted customer support and they said two was shipped and it must of got lost in the mail and they need to file a lost goods form. I have been monitoring the status of this online and even their own shipping dept. indicated a partial shippment! This sounds kind of fishy if you ask me. Something similar to auto insurance claims...hmmm. So the last communication was: "As your claim was for replacement and you are in immediate need of the missing item from your order, we suggest that you place a new order for the item on the Buy.com website and change your claim to refund. If you would like us to make the change from replacement to refund, then please email us and we will gladly do so for you."

"The majority of prices on buy.com seem average in the market place (some high, some low.) And even with Google check-out, some prices are still higher than other vendors.
A recent buy.com ordered item generated a number of confirmation e-mails (buy.com order confirmation, Google confirmation, buy.com shipping confirmation, Google shipping confirmation). The transaction went smoothly.
And although goods sometimes arrive with minimalist (or non-existant) padding & packaging, order and shipping errors were avoided - no reason to deal with customer service. Note that shipping and delivery times from buy.com can run long (ten business days from the date of order seems a reasonable expectation.) With that said, shipping seems on par or possibly silghtly better than Amazon's slow-boat 'Free' shipping.
For the occassional technology deal, buy.com may be the low-price leader. How long you are willing to wait for delivery, and whether you are willing to risk dealing with customer service will be the factors that help you determine the value of any such 'bargain'.
But wherever possible, may I recommend that you pause before purchasing and consider buying less, and living more?"
